Estates of the Duchy of Biscay
The Duchy of Biscay is an autonomous region of the Kingdom of Killarney, consisting of the main islands of Santua and Terpoatrea and 21 additional inhabited islets in the Bay of Biscay. Unlike Killarney or Kilmark, which each use a two-tiered system of administrative divisions, the Duchy of Biscay is divided into 30 estates (Basque: finkak, sing. finka; Killarne: múnnol, sing. mænnol), each centred on a particular urban settlement and including surrounding territory, with all parts of the duchy located within a particular estate, thus lacking any unincorporated areas.
15 of the 30 estates are located on the main island of Santua, while the second largest island, Terpoatrae, hosts 6 estates; of the remaining 9 estates, 8 encompass a single island each with the final estate consisting of the Thirteen Islands which, despite being home to only 3300 people—less than half the population of the smallest single—island estate (Martitien)—are the duchy's most popular tourist and recreational area due to the archipelago's world renowned natural beauty and biodiversity, with three major and several smaller resorts, and multiple local businesses providing sailing, snorkelling, scuba, guided tours and other activities and attractions.
