It consists of 18 elected members (councillors), each representing one of the [[districts of Nasseria], and is responsible for developing and formalising policy, passing bylaws and local ordinances, and preparing the city budget. The 18-member council elects from amongst itself a chairperson, who in turn appoints the chair of the Capital District Executive, the top administrative body responsible for supervising municipal directorates and other local services.
