The Civil Service Act, 1949 is an act of the Assembly of Ontario passed on 10 September 1949, during the premiership of Leslie Frost. The Act created the Ontario Civil Service Commission (OCSC), which from that point forward became responsible for the recruitment, training, management and compensation of all professionals working in the provincial government. Much of the provincial government's bureaucratic and management staff became immediately integrated as direct employees of the OCSC, while other government agencies' employees, such as policemen and healthcare professionals, remained employees of their own agencies, while nonetheless registering with and thus receiving benefits from the new OCSC.
