Council of Ministers is a common name given to the cabinet (supreme executive organ) in multiple governments worldwide. The term Council of State is a similar name that also may refer to a cabinet, but the terms are not equal in certain countries (for example, in Spain and India).

Arab Union[edit | edit source]

In the Union of Arab Republics (UAR/Arab Union), the Council of Ministers is composed of those government ministers and committee chairmen who are responsible for a particular government ministry or state committee. The Council of Ministers is led by an Arab Congress-nominated President of the Council of Ministers, a term that is commonly translated, and used synonymously with, Prime Minister of the Arab Union, who is officially appointed by the President of the Arab Union.

At the level of the 20 republics (federated states) of the Arab Union, each governorate (the executive government of any one republic, equivalent to the federal level's Council of Ministers), the head of government and thus chairperson of the republic's governorate is known as a governor, who is nominated by the respective republic's republican congress (republican-level legislature) and officially appointed by the President of the Arab Union.
