The Canadian territory of the Turks and Caicos Islands comprises five counties, which form the upper tier of local government within the territory. Each county consists of three or more municipalities, which form the lower tier of local government, as well as many unincorporated communities which rely solely on the county administration for all local government services.

Each county is governed by a county council, which is an elected executive, administrative and policymaking board composed of usually ten members elected by the citizens of the respective county. In accordance with the council–manager system, each county council appoints an outside professional manager to manage the county administration's daily affairs and who is answerable to the county council at subsequent council sessions.
