In the Kingdom of Atlantica Alba, the 13 counties proper and 7 unitary councils are each governed by a county council (Atlantic: couchaim ciaemtáe), an elected council of 10 to 15 civil counsellors each responsible for a particular aspect of public administration at the county level. Unitary councils are responsible all local government services and resources, while counties proper only some, as most are provided by their municipalities. While each civic counsellor of a county council is acting head of government at the county level, county councils appoint a professional manager to handle routine, day-to-day affairs of the county government and oversee public relations.

In the three metropolitan counties, the county councils are appointed by and accountable to the mayor, who is popularly elected by all citizens of the metropolitan county every four years. This system of local government is called the mayor–council system, and is identical to the system of local government used by municipalities of counties proper.
