The Commonwealth of Antilla is divided into 48 districts, which constitute the upper-tier administrative divisions of the country; the lower-tier divisions are the parishes of Antilla, which are also units of local government. Unlike parishes, districts physically cover all of Antilla and do not possess governments of their own, with all district-level services provided directly by the government of Antilla. All districts include at least two municipalities as well as an unincorporated area. The three largest islands of Marquesa, Parmesa and Santa Maria consist of 9, 5 and 4 districts, respectively, while the remaining 30 inhabited islands each constitute a single district of their own; all uninhabited islands are de sure part of their nearest district, though the only official presence on uninhabited islands is that of central government agencies such as the Coast Guard and the Ministry of Fisheries.
