In the Kingdom of Killarney and the Kingdom of Kilmark, which together form the sovereign state and dual monarchy of Kilmark–Killarney, districts function as the lower tier of local government in non-metropolitan counties and civil dioceses, and as administrative divisions of of civil dioceses, non-metropolitan counties, as well as metropolitan counties.

In non-metropolitan counties and civil dioceses, districts are referred to generically as districts, but are each formally incorporated as cities, towns, townships or civil parishes. In metropolitan counties, all districts are officially referred to as metropolitan districts. Metropolitan districts do not have any government of their own and are simply administrative divisions of their respective metropolitan county, whereas districts of non-metropolitan counties and civil dioceses each possess their own district-level municipal government, below the government of their respective county.
