Local government in the Dual Monarchy

In the sovereign state and dual monarchy (real union of Kilmark–Killarney, each to the two kingdoms (Kilmark and Killarney) is divided into a number of local government areas, formally known as districts. Districts can be one of three types: urban, suburban and rural. Urban districts encompass the "city proper" of the countries largest cities; between two and six suburban districts cover suburbs and commuter towns within the aforementioned cities' respective metropolitan areas; finally, rural districts are governed as townships, including all farmland, markets and hamlets. All three district types are governed by an elected municipal council which itself elects a mayor (to oversee the council's proceedings and goals) and a manager (to ensure realization of council decisions).

Castello, the capital and largest city with is not under Killarne or Killian jurisdiction, utilises the same local government structure, the only difference being its immediate responsibility to the dual monarchy.
