Lulu Island is the largest island in the in the Fraser River Delta, a large portion of the Lower Mainland where the Fraser River empties into the Pacific Ocean at the Strait of Georgia. The island forms the point of separation of the North Arm and South Arm of the Fraser River, which prior to meeting the island, consists of a single river entity flowing westward toward the ocean through Fraser Valley County and the Fraser Valley more generally.

Lulu Island itself is administratively part of South Fraser County, and is home to four separate municipalities of the county: the cities of Richmond, Steveston, and Queensborough, the last of which is located at the eastern tip of Lulu Island and also includes Annacis Island to the south (although over 95% of Queensborough residents live on Lulu Island, with Annacis Island almost exclusively industrial and commercial in nature). The final municipality is the Township of Mayfair, which is located about halfway between Richmond and Queensborough; it includes most of the farmland of Lulu Island, and the multiple hamlets and handful of small towns interspersing the farmland, and is by far the least populous municipality on Lulu Island. There are no unincorporated communities on Lulu Island, as all rural and/or farmed areas which would otherwise be unincorporated were absorbed into Mayfair either upon its establishment in 1969 or its expansion to include all remaining unincorporated areas of the island in 1980.
