In both the Kingdom of Killarney and the Kingdom of Kilmark, which together form the sovereign state and dual monarchy of Kilmark–Killarney, counties function as the upper tier of local government and primary administrative divisions of each kingdom. The metropolitan county (Killarne: ciæmtæ metropolití; Killian: chónntai metropolichtai) is the least common of the three types of counties, alongside the non-metropolitan county and the civil diocese.

Like non-metropolitan counties and civil dioceses, a metropolitan county consists of several districts; however, unlike in civil dioceses and non-metropolitan counties, districts of metropolitan counties (formally known as metropolitan districts) function solely as administrative divisions of the metropolitan county, with no municipal government of their own–each metropolitan district instead receives all local government services from the metropolitan county, which is thus a unitary authority.
