North Fraser Regional Municipal Council

The North Fraser Regional Municipal Council is an eleven-member council which serves as the elected local government of the upper-tier municipality of North Fraser Regional Municipality, which uses the council–manager system of local government. It is its top executive and policymaking organ. Its eleven members are popularly elected from amongst their community, and choose from amongst themselves a council chairperson. At monthly council meetings, issues are deliberated upon and debates settled by vote: the council chairperson is only permitted to vote in order to break a tie.

The Municipal Council appoints all members of the North Fraser Regional Municipality Secretariat, each of whom leads an executive department responsible for a particular local government service provided by the upper-tier municipality. The Municipal Council also appoints a professional manager from outside the government to serve as Municipal Manager; members of the Secretariat (department secretaries) and other municipal government officials report regularly to the Municipal Manager, who in turn reports to the Municipal Council.
