The North Parliament Building (Arabic: بناية برلمان الشمالية banāyat barlamān ash-shimālīyah) is a neoclassical building constructed between 1989 and 1993. It has served since February 1994 as the official meeting place of the Council of Republics, one of two chambers of the bicameral Arab Congress, the legislative branch of the federal government of the Arab Union. It is located on the north side of Parliament Square in Nasser City, opposite the South Parliament Building which houses the other chamber of the Arab Congress.

Before 1989, the Arab Congress was a unicameral institution, meaning it consisted of only a single chamber. Before the completion of the North and South Parliament Buildings, the Arab Congress met at Republican Hall, the official meeting place of the Council of Ministers, the executive branch of the federal government. Republican Hall is still used by the Arab Congress to host joint sessions of both chambers, held in the Republican Hall Auditorium which is the largest forum venue in Nasser City, and is normally used for multiple conventions and international summits.
