The Special Operations Command "Flying Fish" (SOC–FF; Arabic: قيادة العمليات الخاصة – السماك الطائرة) is an agency under the Joint Security Committee (Emni) of the Arab Union. Arguably the most militarised directorate of the Emni, the SOC–FF is the committee's main special forces unit, responsible for conducting black ops and similar operations with plausible deniability, including deepest-level military penetration of enemy military infrastructure and administrative hierarchy, counterinsurgency and counterterrorism operations with rapid insertion (typically as airborne forces); military intelligence-gathering, counterintelligence operations and political assassinations in wartime; hostage rescue and manhunting for high-value and militarily-defended targets; and a broad range of unconventional warfare.

While active service personnel of the command are fully covert in their membership and operations within the unit, they are nonetheless considered full-fledged members of the Armed Forces of the Arab Union and thus entitled to all the same discharge and pension benefits as former members of the regular military/reserve forces and National Guard. The SOC–FF receives its nickname "Flying Fish" due to its insertability via and operability on land, water or air, comparable to the US Navy SEALs.
