Witness Protection and Relocation Program (Lower Mainland Constabulary)

The Witness Protection and Relocation Program (WPRP) is a top-secret program operated by the Lower Mainland Constabulary's Anticorruption Directorate, Unit 3 (AC-3), requiring the second-highest security clearance level (SC-Bravo). The program is most commonly referred to internally by its codename "Templeton" or the "Templeton Program" (after the former Templeton Safehouse in Vancouver, the purpose of which was never leaked prior to the safehouse's replacement with a wider, more secure network in 1990 and 1996.

The purpose of the Witness Protection & Relocation Program/Templeton Program is multifaceted:

  • to provide temporary secure, clandestine shelter for witnesses and other persons involved in the judicial system deemed at risk until the conclusion of a trial;
  • to provide permanent relocation and new official identification to persons deemed to be permanently at risk due to their cooperation with law enforcement;
  • to provide to all clients of the program caseworkers who can be immediately reached 24/7, who will immediately notify their client of any real or potential threat(s) to their safety and immediately relocate them to a new safehouse;
  • to gather pertinent information on organised crime, terrorism and other serious crime through protected clients formerly involved with such activities.

The Lower Mainland Constabulary's "Templeton Program" cooperates fully with the national/federal witness protection program operated by the RCMP.
