It is chaired by the Premier of the Turks and Caicos Islands (the head of government), who appoints individual ministers to oversee the multiple executive departments (ministries) of the territorial government.
The Territorial Council meets in the Territorial Forum located in the capital of Providence. Along with the Premier of the Turks and Caicos, it is elected by and answerable to the Turks and Caicos Islands Territorial Assembly, the 55-seat devolved unicameral legislative assembly of the territory.
