The Canadian province of Nova Scotia consists of 18 counties, which form the upper tier of local government within the province. 17 of 18 counties consist of multiple municipalities, while the provincial capital of Halifax has amalgamated the municipal and county levels of government into a single-tier administrative jurisdiction, with a single local government which operates like a municipality (for example, by having an elected mayor) while covering the entire jurisdictional area of the historic/ceremonial county of Halifax.
