Nasseria, the national capital of the Arab Union, is divided into 15 districts. Known by the Arabic term nahiya (ناحية nāḥiyah; pl. نواحي nawāḥī), which is often left untranslated in English publications, they constitute the administrative level below that of the capital city's municipal government (baladiya). Each nahiya is represented by one of 15 popularly elected municipal councillors who, together with the mayor, form the Capital District Council, the capital's devolved government which is elected every three years. The nahiya system also functions as a standardised urban locality/neighbourhood scheme—district boundaries closely reflect contrasts in urban planning and design, social and economic functionality, and especially cultural geography, with each nahiya constituting a discrete section of the urban landscape.

Bab el-Mutasarref, for example, is a centrally-located district which serves as the national government precinct, is the seat of the government of the Arab Union and as such the location of majority of federal ministry, state committee and agency headquarters, national institutions and other central bureaucratic organs. This and immediately surrounding districts together form the wider urban core of the capital. Each district consists of a handful of informally distinguished neighbourhoods, all of which have local, generally informal names.
