The President of the Council of Ministers of the Arab Union (Arabic: رئيس مجلس الوزراء raʾīs majlis al-wazarāʾ), known colloquially as the Premier of the Arab Union (رئيس الوزراء ar-raʾīs), is the head of government of the Union of Arab Republics (UAR; informally the Arab Union). The office of head of state is de jure vested in the Presidency of the Arab Congress, while the de facto head of state is the General Secretary of the National Command of the Arab Socialist Ba'ath Party (the highest political office in the nation).

The Premier of the Arab Union chairs the Council of Ministers, the chief executive organ (cabinet) at the federal level of government. The Premier is nominated by the Arab Congress as a whole and formally appointed by the President of the Arab Congress. According to the Constitution of the Arab Union, an incumbent premier must maintain the confidence of Congress in order to remain in office, and Congress is uniquely responsible for the nomination of a successor.

The Premier is responsible for appointing a deputy premier, who is the second most senior member of the Council of Ministers, whose day-to-day affairs he is responsible for managing as a de facto chief of staff.

The official residence and workplace of the Premoer and his deputy is the historical Merbad Palace, specifically its West Pavilion which, unlike the rest of the palace and the square it encloses, is permanently off limits to guided public tours.
