Paramount Leader of the Arab Union
The Paramount Leader of the Arab Union (Arabic: القائد الأعلى للاتحاد العربي al-qāʾid al-aʿlā lil-ittiḥād al-ʿarabī) is the de facto most politically powerful person in the Union of Arab Republics (Arab Union) by virtue of their simultaneous holding of several of the de jure seniormost political positions across different sections of the government and political system, which is frequently the norm. For example, Roman Kindi is considered the paramount leader as he is simultaneously the National Secretary of the National Command of the Arab Socialist Ba'ath Party, Secretary of the Military Presidium of the Ba'ath Party, and Chairman of the Presidium of the National Progressive Front. As Secretary (seniormost position) of the first two institutions, Kindi is leader of the ruling Ba'ath Party and commander-in-chief of the Union Defence Forces, while the Presidium of the National Progressive Front is constitutionally the head of state, essentially making its Chairman (also the seniormost position) the head of state in practice. While the head of government is the Premier of the Arab Union, the Premier must be appointed by the Arab Congress, in which Kindi's Ba'ath Party has a significant majority, essentially rendering the Premier a figurehead.
