The Ibrahimia–Damascus–Irbid Megalopolis is the second most populous conurbation in the Arab Union, after the Nile Delta Megalopolis. The megalopolis is centred on three primary metropolitan areas, which virtually extend into each other with few breaks in urban landmass: Ibrahimia, the federal capital district, Damascus, the capital and second-largest city of the Syrian Arab Republic, and Irbid, the second-largest city of the Jordanian Arab Republic; the portion of the megalopolis centred on Ibrahimia also includes adjacent municipalities in the Palestinian Arab Republic, making the conurbation the only such urban area in the country to extend across more than two national administrative divisions.

In addition to the devolved municipal administration for the federal capital of Ibrahimia, the government of the Arab Union also allowed for the creation of the Capital Region Transportation Authority, which is responsible for all urban and suburban mass transit within the megalopolis, including the Ibrahimia subway and the wider intercity train and bus network connecting the capital to the rest of the Capital Region.
